If I take Blades or Dawnguard as followers, change their outfits then dismiss them, do their outfits ever reset back in Sky Heaven Temple or Fort Dawnguard?

Change their outfit? How so? If via mod, depends on what the mod does. If vanilla, yeah, they'll revert to their old costume when dismissed, but they'll still have everything you gave them.
