Unique Stuttering Issue

Hi,

I've been trying to figure out this problem since midnight (give or take a day's worth of responsibilities). When I play fallout I experience tiny freezes or stutters at a constant rate as I play. My fps does not drop, but I do visibly jump or freeze in location. None of the solutions others have found apply to me, and I am getting fairly miffed. I can't enjoy the game because of how irritating the stutters are.

I'm using an nvidia gtx 660 and i7-3770 with 16 gigs of ram.

Any ideas would be appreciated, Thanks.

P.S. these stutters are even visible in the mouse movement on the game's main menu. None of my components appear to be overworked or malfunctioning, and I've defragged my hard drive.

Bumping for having the same issue. It's constant from the moment the game starts. GTX 770 4GB, Q9450, 8GB, 4K resolution on 4K monitor, VSYNC is turned off.
