I need to uninstall and then reinstall Oblivion because of a problem a virus created for my computer. Before I reinstall Oblivion, is it recommended I uninstall all my mods? I have quite a few, and it although it would be a pain, I would do it if necessary.

Not really. I've done it before, and there is no real reason to uninstall mods before you reinstall oblivion(though some might need some fixing up afterwords, like DarNUI).
