So, while playing Oblivion today, I was casually walking around the Imperial City. All of a sudden, a notification of a new conversation topic entitled, "Do you need couriers?" our something along those lines popped up. I've searched on the Wiki to no avail. Does Anyone know if this is quest related, a glitch?

It is left over stuff from a quest that was cut from the game, you can find info on it on the wiki http://www.uesp.net/wiki/Oblivion:Unfinished_Quests
The UOP removes it if you are on PC,

There was a planned quest involving the Black Horse Couriers that never made it into the final game.

I've never seen that topic myself, but I would imagine it's a leftover from that planned quest.

Just out of curiosity, I think it'd be fun to play the oblivion alpha/beta, is it available anywhere?

Yes its a ghost, imp, gremlin, fade echo of a quest as mentioned.
It bugged me alot when it first came up, now I just run a list of all the echo's in my mind while I play as they pop up.

Yeah thats happened on my game, always wondered why. I talked to half the people in the Market district to see if they knew anything about...thanks for the info.

The same happens to me, except most of the time its 'Jork'. so annoying
