I've been searching for a mod that gives unleveled rewards for quests, but I've been unable to find it. Basically, I am looking for a mod that allows you to get the best quest reward regardless of your level. Does anyone know if such a mod exists or is even possible?

Hmmm, you're right. I checked the wiki to check out the wasteland survivor guide quest, which does have leveled rewards, and for some reason I thought all quests must have leveled rewards...
