Unlock "Locked" Magic Settings Options

I want to be able to create Absorb Health/Magicka/Fatigue spells in-game that can be cast on target, but cannot do so because that option for those spell types is disabled.

Is there a way to enable that option in Magic Settings (or elsewhere outside of the CS)?
