1. House
I love how well he is crafted and have posted before about his Randyan mindset and look. I think he's a breath of fresh air after most other NPC's you meet, talking to you about something most gamers like: money. (seriously, in games we seem to obsess over two things: making game money and filling bars)
2. New Vegas
The conflicts between the families, the fact you can practically hear the NCR top brass sighing when they see rowdy NCR soldiers out, the omnipresent securitrons...I love how well designed it is.
3. Veronica
Fisto was too one note (though absolutely fantastic the first time I met it). I like her as a companion and her quotes are excellent, little bit obsessive but obviously intelligent. Just a shame they make the NPC talk EVERYTIME you do an action...
4. Caesar's Legion
NCR were very good, don't get me wrong, I particularly liked the offset of competent individuals and general bureaucratic failings.
Caesar's Legion is in a whole other league though, not just a group of tribals, their history and actions are intricate and interesting. Do we sacrifice freedom and individuality for safety? Caesar was a well written character, a combination of cunning (dissolution of tribes, ruthlessness, heavy handed patrols etc) and idiocy (appointing a straight out monster as your successor, inept military tactics etc). I love how well they are portrayed, not just cruel, they have a story.
