Note *: I am guessing they mean the extra stamina drain when sprinting in heavy and light armor when compared to clothing isn't supposed to happen with the stone. Does anyone know if default non-sprinting speed is affected by armor worn? I believe the players movement speed is affected by what percentage of total encumbrance you are carrying, but not by worn clothes/armor.
No, armor affects speed. I've seen a difference when wearing a full suit of heavy armor and simply keeping it in the inventory while wearing regular clothing. Taking "Conditioning" changed that, of course. Now I run at top speed all the time; encumbrance doesn't seem to affect it.

As an aside, after my failed attempt to take matters into my own hands and clean up Riften's Thieves Guild problem (since the only option given to you in the game is to join the guild), I've now added this to the bottom of my Skyrim.ini:

Consequences be damned. If someone I kill turns out to be essential to the main quest, maybe I fall back on resurrect, maybe I don't. But I've seen one (dozen) too many NPC's fall to one knee ... get back up and fight ... fall to one knee ... get back up and fight, chasing me wherever I go. It's ridiculous. I've put a note at the top of the NPC/AI section about this. Maybe removing Essential status completely would tick off people who don't want the important quests jeopardized, but there's got to be a better approach than the one Skyrim takes.
