Yep, he is a complete idiot. He hacks his pokemon, he hasn't reported those serial stalkers called team rocket to the police (seriously, I would have reported them to the police years ago if I lived in kanto) and has even refused the chance to become a pokemon master at one point (he was once offered to become part of the hoenn battle frontier which is an oppertunity that most trainers would never get and he refused  ). Needless to say, Ash needs to be replaced in the pokemon cartoons, hopefully by someone who is a lot more competant... does anyone know where Red is at the moment? (probably not a good idea as the main character. Heroic mimes rarely make good main characters and he is probably still too busy beating up Tabuu as well)
Well, to be fair, Ash becoming a Frontier Brain would pretty much be the end of the anime. He basically could have become the closest thing to a "Pokemon Master" he's ever going to get at this rate. But it wouldn't make for a very interesting anime, just sitting around and beating trainers. Still, you're right, it's a position most trainers would dream of and he's an idiot for turning it down.
Sadly the anime is for kids so there is no real reason to replace him. Essentially Ash is a traveling trainer who kidnaps a new 10 year old every region, does nothing but help out wild Pokemon without actually catching them (unless they want him to), losing every battle that isn't barely won by his hacked Pikachu or a newly evolved/captured Pokemon, and just in general becoming a sad, sad shell of his former self, a.k.a the kid who wanted to be a Pokemon Master back when the anime was still in Kanto.
If Paul wasn't such an ass in general he'd make a great main character. He knows what it takes to be a great trainer, and if he didn't verbally abuse his Pokemon and the people around him so much he'd be what Ash should be, a.k.a. someone who focuses on becoming a great trainer, not a great friend to his Pokemon.
