That sounds like a good way to go, but how are you cooling the CPU when overclocking? The i7 @ 3.5GHz and the EVGA GPU (w ACX Cooler?) meets the recommended, you should certainly be able to use some "Ultra" settings.
Interestingly, the EVGA GeForce GTX 770 4Gb Superclocked specs:
- Base Clock: 1111 MHZ
- Boost Clock: 1163 MHz
- Memory Clock: 7010 MHz Effective
- CUDA Cores: 1536
- Bus Type: PCI-E 3.0
- Memory Detail: 4096MB GDDR5
- Memory Bit Width: 256 Bit
- Memory Speed: 0.28ns
- Memory Bandwidth: 224.32 GB/s
...are really close to the EVGA GeForce GTX 970 SC:
- Base Clock: 1165 MHZ
- Boost Clock: 1317 MHz
- Memory Clock: 7010 MHz Effective
- CUDA Cores: 1664
- Bus Type: PCI-E 3.0
- Memory Detail: 4096MB GDDR5
- Memory Bit Width: 256 Bit
- Memory Speed: 0.28ns
- Memory Bandwidth: 224.3 GB/s
I put my third rig together earlier this year, but not for FO4, that is just a happy coincidence.
