i'm not worrying if my machine can run the game, got my self a fat new rig on that occasion (was about time to upgrade my old dual core anyway), so it certainly will.
but: i'm still running xp x64 on my (old) working machine, didn't like any win since and downright hate everything i've heard and seen of 10 so far.
so i got myself an in-case-copy of 8.1 with the new computer and plan on going dual boot x64/8.1
now, the games' specs say: "64 bit windows". which my old x64 is.
so: does this mean there's hope i can run fo4 on it and don't have to bother with 8 at all?
boy, would i be happy

You should be fine but there's nothing wrong with taking it down a bit.
Jusy scroll left and right, and you can see how your GPU performs on those games listed there.
Green means fluently playable - Pink means it may stutter - and Red means your game will have poor performance thus unplayable.
The difference between your CPU and the CPU listed on the rec. req. is negligible.
So, i don't thing you should make any sacrifices on that matter. You're good to go...

The difference is 100 Mhz only, on both CPUs with Turbo mode enabled.
All other specs are the same...
I would start at 1280x720 and tweak some settings also.
I really doubt FO4 is in DX9, so I don't think that xp64 will run it.

I was kind of worried because i used 'can you run it' which said my processor wouldnt even run it minimum as i have only recently upgraded the CPU
I'm assuming you mean http://www.pcspecialist.co.uk/. Correct? If so, that narrows it down to either a customized MSI or Clevo [Sager] bare bones. Do you remember the model? [link?]
...I'm just going this far to see what cooling you have and what's available as far as modded VBIOS to increase overclocking.
I'm sure you can easily get 50-60 fps, and with g-sync you'll barely notice any flucturations.
I do not know for ultra, but 1080p (high) and 60 fps should be a reality. !!!

Card: Radeon 7870 2 gb
Memory: 8GB
Think I should be fine. Just looking at my card has me worried and I feel too cheap to pay another $150 or more for a new one.

Try at 1680x1050 (medium settings) and it can be lower than that.

...i see where i went wrong: it 100% escaped my memory there even ARE 32bit versions of any of the listed systems (been YEARS since my last 32bit machine)
so i misread "64-bit os required" for "use any bloody 64bit win you can find, we don't care"...

agreed about the dx, but still, i think i will.
gotta install x64 anyway (some old progs i need for work i couldn't even install on 7 already, doubt that'll get any better with 8), so i can just as well give it a shot...
(if the teso-beta is anything to go by though, i could install and start it, but it'd just hang around doing nothing then.
might have been due to the dual core just as well as the os though (or whatever other arcane circumstances)
