I do get the appeal of unscripted dragons roaming around like every other animal, and I'm sure it will make dragons feel realistic, but....if they attack any one, any thing, at any time, what happens if they decide to swoop down and fling that quest-related NPC 200 feet into the air?
Most quest related NPCs will be protected or replacable in some way. For instance -- inside buildings.
What happens if you happen to walk into an area where 5 frost dragons spawned? If you want to kill a really high-level enemy, couldn't you potentially lead it into an area where you know there's a dragon and have the dragon kill it so you can loot it?
Firstly, Todd said earlier on that one time he was playing 3 dragons spawned at once, he clearly stated "That's too much" and that he got them to change it.

behaviour is unscripted, not necessarily the amount of them that can spawn. I imagine they have put a limit, probably on 2 of the amount that can be within a certain space at a given time.
Secondly, leading an enemy to another is a perfectly legitimate tactic if you can pull it off without being the target yourself, I don't see this as a problem but an opportunity.
