I've got the bark and moths, but standing in the shaft of light and attempting to read the Blood Scroll does nothing. The scroll never opens, nothing happens at all. All I'm able to do is press Tab to get out of the inventory screen and move around again.

Anyone have this happen, and what did you do to get around this?

So I used the console commands to advance the quests, but now I am stuck with a giant glowing sphere around me! Does anyone know how to get rid of this? All of my saves on this character are after I got all of the moths, I am at a loss

I've got the same issue.

Although you may be playing on the PC, I am facing quite a similar issue on the xbox. There is another thread about it here:

Really? Don't you have any saved games available before you interfered with the moths? Are there no saves available before you entered the cave? If not, then it's your fault, you should always have a back up save-game somewhere, I use my USB-stick every now and then to store my saved games on, just in case anything goes terribly wrong.

Well then, I guess there's no other way to get the glowing sphere to disappear? I don't think any console commands will fix it.

My glitch is similar for the same quest. Since it wasn't working, I used the console to set the quest as complete. Everything went swell from then, and I've finished the main Dawnguard quest with no real trouble...except that the light and the swarm of moths are still following me around, even through multiple saves and reloads, all over Tamriel. It's distracting, particularly for archery, and I don't think it's doing my stealth any good, either. Does anybody know of a way to fix this?

I tried resetting the quest and then setting it to finished again, to no avail.

I do have previous saves, but I'm a little reluctant to play back through the entire remainder of the main Dawnguard quest, if there's any other way of fixing it. If not a console command, then perhaps a mod or some clever use of the CK?
