often when i find an unvoiced mod the text goes away before i can finish reading what the npc says, is there a way to keep the text there longer?

Some work that way because they have added silent mp3s in their zip files, which is basically what Elys Silent Voice does automatically when there is a missing sound file.

The good thing about Elys' Universal Silent Voice is that it's just one tiny download and works for all mods. The average silent mp3 file has ~60kb (for 7-8 seconds). So if a mod has 200 lines of dialogue then the download size will increase by 12mb only for silent mp3 files. Everyone can use OBSE (except for the few poor souls who have bought the game from Direct2Drive if I'm not mistaken) so there is no reason not to use Elys' mod.
