Unwanted Shinyness

Whenever I retexture a Ranger Veteran Helmet, it goes extremely shiny. It's like i haven't put a proper Normal Map on it.

It looks exactly how I want it to in the world model, just not the player model (I think it's called that[When someone is wearing it])

I have tried it with 4 different textures and normal maps, using Photoshop and GIMP but nothing seems to fix it.

Anyone know what's going on?
