An unwanted sudden freezing of controls

Hi, I've been trying to figure this problem out and have posted this in several forums but no one can seem to help me. Essentially, I've been working a mod for a while now that is an expansion of the Lucky 38 presidential suite (Lucky38suitefloor22) and while it seems that everything works alright in GECK and saves correctly, when I try and enter it in-game, at certain points in the cell (varies), all controls are completely frozen (no pip-boy or movement).

You can access the main menu and console but that's all (enableplayercontrols does not work).
I can use TCL to sort of bypass certain areas but only if I go outside the cell and go over the problem areas. Having the TCL command on and going through the normal hallways don't make a difference, the controls will become frozen.
If I used the COC command to get into the cell, I can use it to get out of it (for example, teleporting back into the cell or another one), but if the error occurs and I entered the cell normally (i.e. from the outside, up the elevator, and into the suite), then the command doesn't work.

Originally, I thought the problem may be the amount of stuff I have in the cell, but deleting everything except a short corridor and the refs linked to the upgrade terminal didn't make a difference. I've tried playing with the cell properties but the only thing that made a difference was when selecting if it has water or not (it causes the game to crash on loading the cell). I also made a second level by duplicating the suite and I have the same problem in it with "dead zones" occurring. I have also disable all other mods and that has had no effect. Can someone please, please, with a cherry on top, help me? Thanks for reading.
