can I play fallout 4 with out the new update? I have a crappy wifi which only has 7GB of data and cant update it due to it running out ??

Once a patch becomes live, then it is required. If you get the game to a playable level, you can then put Steam in offline mode and then you won't have to download any additional patches (IIRC).

Unfortunately, it looks like you'll have to move your computer to a place with better Internet until the game is patched.

You could, however you would have to re-download everything up to (and including) the live patch(es). It would be counter-productive.
