Update the law system

I would love if I could put on a mask and clothes and make a new identity. For example if I put on a mask Lawmen would recognise me by my mask and therefore if I take it off they wouldn't see me as the masked man. So I could steal and then hide and take off my uniform and no one would be the wiser. Of course if they catch me and I go to jail they would take my mask off and my cover would be blown.

Also guilds etc. shouldn't know if I steal or kill somone if I'm not seen or in my uniform, as they wouldn't know it to be me.

Also the uniform should build up a "name" like the gray fox from oblivion. It should appear in papers and eventually on wanted posters. Civilians should recognise him.

Finally I should be able to knock out a civilian, put him/her in the uniform and tell the gaurds I have found the infamous "name here" and assuming they were the same race etc. they would arrest them and cease looking the the uniformed person.

That sounds too much like some sort of Super Hero game, or Super Villain in your case. I really don't see that fitting in with Skyrim, not to mention that would be way too easy to horribly abuse the game.

Well the gray fox wasn't a super villan but his outfit gave him identity. and of course if a gaurd sees you take your mask off or hes got a decent itelligence(assuming they have attributes) he would figure you out.

Yeah ideally things like this would be nice, but as mentioned above there is a balance issue, and it is something which could be seriously abused if not implemented correctly.

There are a lot of other things that need to be updated in the Law/Crime system before they should be worrying implementing your ideas (not to be insulting - they're good ideas). You kind of mentioned it with the thing referring to Guild member murders. Murdering anyone (or committing any other crime) unseen should mean the authorities are unaware of who committed the crime. However this could become too over powered with it being too easy to murder people and so they would have to counter-act this with something that makes breaking and entering more difficult (such as real-time lockpicking with high chances of detection) or making it much harder (but realistic, not like Oblivion's system) to kill anyone unheard or seen.

They overhauled the crime system. In the Inside Gamer video interview Todd smiled when he mentioned the crime system. I can't wait to see what it's about.

All I really want along this line is for the Greyfox Crowl to return to Skyrim, possibly for completing a Deadric quest or the Thieves guild Main Quest.
It was one of the best rewards in Oblivion in my opinion

Empire, exists. It's central to the plot of the game, you know the civil war...

As for masks and a new identity, I would love to see.

When I do the the main quest or fight a dragon I can throw on a mask.

So when all is said and done I can be an average joe again.

The civil war is for Skyrim. The Empire ended at the end of Oblivion; Titus Mede's "empire" is Cyrodil.

The cowl was magic btw...

like deadric prince magic

Thus the guards don't realize you are the fox thing.

Heh, and also the whole concept of guards on the street being able to detect you stealing some jewels upstairs in a house needs to be changed.

You could have a system whereby the guards can search you if you are seen to be sneaking around outside a house or you are seen to be sneaking out.
