1.3 was an incremental patch to fix the mess from 1.2. They never promised more.

Also, they've also said that data-based fixes (Quests and such) will occur after the holidays. Before hand they are working on technical issues.

It ruined Riften. My FPS drops by about 15 whenever I enter the city.
