Uploading Mods to Skyrim Special Edition for the PS4

This may be a dumb question, but does anyone have any information on how to upload mods to Skyrim: Special Edition on the PS4? I've only recently learned to create mods, and while I have learned a ton online, there doesn't seem to be much of any information on how to upload your mod for availability on the Playstation 4, which is the only reason I made these mods to begin with.

Is there a screening process before they can be shared through the network? If so, my mods are good and user friendly, so I'm sure they'd do well.

Also, how about compatibility? I know I can only use data from in-game, and so I have strictly used Skyrim and Update files with zero outside interference.

I had also heard something about SKSE scripting? What is that, and do I absolutely need to use it in order to make it functional with Skyrim: Special Edition? If so, am I going to need to delete or modify my old scripts to accommodate it?

Sorry for all of the questions. As you can tell, I could really use the help. There seems to be almost no information on any of this online.
