Upskilling to legendary

OK If I upskill to legendary does that mean the skill goes back to being rubbish (15)?

yes but you keep the perks invested in that skill

You get the Perks from the Skill Tree to redistribute to the Tree as Your character levels it again, or to use in another Skill Tree.
