Urgent! Modding Issue results in Glitch!

So I have a GAME BREAKING bug now after modding oblivion. I installed most major mods (FCOM, Better cities, etc.) and everything was fine until recently where a glitch developed that regardless of whether i load up a save game or create a new game, my character and all the NPCs are stuck inside the ground and can't move with their arms stretched out.. it looks quite comical but it totally breaks the game I can't do anything about it..

I also cannot access my inventory, whenever I attempt to my game instantly CTDs. If anyone has any idea on what the issue might be and could help me out here I would GREATLY appreciate it as it would save me from having to reinstall everything from scratch again.

Everything was fine and working until recently when I installed a few mods, the most recent mods were:
HGEC Body mod v1.21 (I won't link this one here since it contains nudity but you can find it on tesnexus)

OBMM and Wrye Bash read no conflicts.

Try reinstalling both of them, what you are seeing is the result of mismatched skeletons/animations, or some such.

Uninstall them then. Make sure you are very thorough, and get rid of ALL the files associated with them. See if the problem goes away.

I've tried disabling them, reinstalling them, uninstalling them, and disabling every mod, nothing works. It looks like I'm going to have to reinstall everything, thanks for trying though.
