Aside from the Tweak Tool (that has not been updated (DX11 patch), I believe), is there any way to tweak the game? I'd like to tweak the nano vision and the FoV espacially.

Yes! FOV is possible in system.cfg. Google "Crysis 2 tweaks" and you should find it. Nanovision I am unsure of, however.
