Using Controller Causes Skipping

My character skips when moving around. Basically seems like framerates are dropping or my character is just doing mini-teleports forward while walking.

I am using a Microsoft XBox controller and I am connected HDMI to my 60" Samsung TV. I've put my settings on the lowest settings possible and it still happens, so I do not think it is a hardware requirements problem.

I have confirmed that shutting off controller mode in the in-game settings makes the skipping stop. So that is the sole problem. However, I am trying to play with a controller.

I'm running the latest GPU drivers available.

* CPU: AMD Phenom II X6 1090T Proc, 3.2Ghz

* GPU: ASUS Radeon HD 7870 GHz Edition

* RAM: 8GB, DDR3, 1600MHz

This did NOT work:
