I hit backspace to open up my spellbook, then I select a basic shock spell, and once I double click it it says to 'press button to fire spell'. I don't know which button it means but when I right click the mouse my magic bar goes up and then down if I click again. No shock spell. This is wierd cuz every other spell is activated once I double click it in the spellbook.

Spacebar is default. Hit backspace, click on the spell and hit spacebar. Then it the recast button if you want to reactivate, then hit spacebar to cast again.

Also, remember that a Touch spell must have a target in release; you cannot cast a touch spell at thin air like you can in MW and OB.

Why is the mages guild locked even during the day...?

IIRC they are open from 11am to 11pm, you can find hours for a store\guild by switch your interaction mode(the buttons are F1,F2,F3 and F4). Sorry I can't remember which is which but you get message on screen saying which mode you are in, and using info mode on a building's door with give the hours it is open and it's name.

Here's a dumb question. What does 'IIRC' mean?

If I Remember Correctly. I think, I'm no expert on Interwebz talk though

F3 is info mode and pressing 'i' or clicking the compass will give you the time.
