Using Skill mag for Perks

This might be a garbage idea......

If you need Repair:90 to unlock the Jury Rigging perk, could you use a skill magz right before you level, when you have Repair:70. And get Jury Regging?

This sounds bizarre, but I REALLY want the Jury Rigging perk, to repair my rarer items/armor.
I know most would say, maybe, but then what happens when the skill magz goes away, well you wouldn't have the prerequisite for the perk.
Well yes, afterwards you would loose it, and only have it as long as using a Skill mag.

But Jury Rigging is really only used at a workbench/reloadstation, or while repairing. So I could just use it when Im using a skill magz, and repair:70.
And always use it w/t magz or else it's like you never had the perk..

Probably not the way it works, but I thought it was a cool idea.

As far as I'm aware the perks ignore any temporary modifiers to your attribute or skills when determining whether or not you meet the prerequisites for the perk requirements.
