Using skill magazines to get a perk

I don't believe this works, but it never hurts to check.

Say you have a skill at 50, and use a skill magazine to get it to 70 right before you level up - will it open up perks that require a skill of 70?

I was wondering that same thing about items that temporarily increase your INT SPECIAL, since INT affects how many skill-points you get when you level up.

It didn't work in Fallout 3.

Temperory bonuses (From books, chems, food and clothing) do not count towards your base totals at level up. Perk requirements and skill points are always calculated from that base total.

right, that's why i wasn't sure - but there are also skill magazines in this game didn't know if maybe it worked n/e way or was glitched ya know...
