That's true that using the things does not give a skill up, but then Staves and other enchanted items are Magic for Dummies and require no skill to use. So it kind of makes sense there is not skill ups for their use.
But, on the other hand, we get a lot more towards leveling up Enchanting from making items than in past games. I never enchanted much in Oblivion so I don't remember the rate in that game but certainly in Morrowind it took a lot of items before a skill up. I always ended up just training that skill in that game. In this game, Enchanting levels naturally if you use gems to charge items as you use them. Plus now you have to Unenchant and that gives skill ups.

In this game echanting rises too fast. Not even enchanting anything, only disenchanting effects I have not learned yet put me in the low 40's. And I never noticed it until I was looking at my character and thought what the heck I have an enchantment of 40 and I am not carrying a single user created magic item!
But enchanting is kind of magic for dummies. No magica needed. No magic skill needed. Have no magic skills over 15 or a base magica over 100 - does not matter. Right now staves serve no purpose other then being a very low level damage "magicy" weapon. I think it would be cool if you could improve them and let you train up enchanting. I would prefer that over the enchant a dagger with a petty soul gem hack. Want to be good at using enchanted weapons? How about using them!
