Are there any light armors (not counting headgear) that have a higher DT than Vault 34 Security Armor? It checks in at 16 base DT.

AFAIK, vault 34 is best light armor

In DT, yes. But it's considerably heavy and the health is lacking, and (without Jury Rigging) can only be repaired with combat armour.
