IMO guards should do what they do in Majesty: A Fantasy Kingdom Sim. I.e. stick to the town for the most part, guard the peasants and the tax collector from being waylaid by giant rats and die when attacked by a troll to make the questing heroes seem more heroic. Of course it makes no sense for the town guard not to be involved when clearing out a den of ordinary bandits disturbing the peace, given that's what they're for, but the more supernatural of menaces - which there are plenty of in Tamriel - are traditionally the province of the random wandering adventurer.

It's funny how much dunmer and argonians hate each other. They're both isolationist, absent minded, tribes of political gain or ancestor reverance.
But ahh.. this reminds me of the dwemer. The kingdom of Resdayn was only forged by a war friendship between Dumac the Dwarf-King and Nerevar.
Otherwise the two groups went into bickerment, distrust, even hatred at times. Such a culmination would end up in a whole race becoming disappeared.

If only argonians and dunmer saw each others similarities, not differences, they could get along pretty well. Jormaw could have been friends with Varyn, even.
