Could be the DLC you know.
EA Probably didn't sell the DLC on steam.
Anyway, I would really like to know under what terms Steam sells games though.
Can anyone link me to this wall of text?
I don't think the Publishing/Distribution Agreement is publicly available. Probably only shown in contract form?
I've tried looking into this a couple times, the closest you seem to be able to get on their site is http://www.valvesoftware.com/business/
To amputate's post, I think it was the DLC. I never really paid attention to it on Steam, but looking around now, not even Origin sells the DLC on their website (or in Origin itself), so I'd say Steam didn't either.
It's not the DLC, several other games on Steam also sell their DLC as non-steam-product just fine. Examples are
- Mass Effect 1
- Mass Effect 2
- Fallout 3
And a few others, too. (Notice that ME1 and ME2 are ALSO EA-publisher-games?)
So, I doubt it has something to do with what VALVE changed in their policy but probably more like what EA did (my bet is something related to Crysis 2 and Origin), which was previously no problem as Origin didn't exist and now does.
Wouldn't surprise me if EA changed something at Crysis 2 which violates the requirements for a game to be sold on Steam so they can say "Look what Valve did - we had to take out Crysis 2 from Steam Store. So, you better buy games from now on at Origin."
Doesn't has to be true but as I wouldn't totally exclude that possibility, either.
