No, I said that people don't waste resources on things they don't think they need. The British thought they didn't need armoring for their ships, and it bit them in the [censored] during the Falkands War. If the APA has better radiation resistance, that means that, in all probabilities, the Enclave thought they needed it . Otherwise, why waste the time and effort to rad-proof it? They had to know that their design was better at resisting radiation than the prior generation, that's not something that happens by accident.
