I saw http://fallout.wikia.com/wiki/File:Vault_Dweller.gif picture of the Vault Dweller from Fallout: Brotherhood of Steel and I'd love to see it in Fallout 3.

I have some experience with the G.E.C.K. but I know nothing of either modelling or texturing, nor do I have a creative mind. Thus, my request.
Could anyone make this happen?
