This started after finishing the side quest when you find curie.
Finished secret vault quest, released cutie but did not take her with me and left the vault to do other missions. Upon returning to the vault to bring them the supplies they asked for this is what I encountered:
1. Everyone says Tina left with me but she is still there, and gave me a quest to help her brother off jet, however when I go back to talk to her my dialogue cuts out and she seems like she doesn't like whatever I didn't say.
2. Gran will not take her blasted fertilizer (this frustrated me so much I dropped a bag picked it up and slapped her with it several times, she still doesn't recognize that I brought her fertilizer lol) speech button only prompts her to thank me for saving that kids life or saying he needs more responsibilities.
3. The mechanic that asked for the tools has either disappeared or figured out the Chinese stealth tech secret...or maybe the overseer actually worked him to death...either way I have all these tools and no-one to give them to.
They aren't game breaking or anything but that's quite a few things that seem bugged out for one relatively small area, and I'm having flashbacks of the permanent non fixable archmage death from skyrim...

she just thanks me for saving the kid. wont take fertilizer

tina is just stood in the same place she was when i first met her.

hasnt moved.

doesnt initiate conversation. just mumbles things about not giving her brother jet etc.

i never got the quest to get the brother off jet. i think i said i wouldnt give him any, and thats all she said about it.

I'm having similar issues with Tina. I have gotten the quest to get her brother off jet, and I've done it, and twice I've had successful speech checks to get her to come to a settlement with me, but both times, when it's supposed to be my turn to talk, nothing happens and Tina ends up saying, "Oh yeah, like that made any sense," and she seems angry. Then, although I have gotten her brother off jet, she says worrisome things about him and jet. Since I've done this mission three times, I know what she's supposed to say after you get Bobby off jet, and that's definitely not it. Ashly Burch is one of my favorite voice actresses and it kills me that there's a glitch keeping her character from living on my settlement.

For the other two glitches, I haven't experienced them, but I also haven't tried to give Gran any fertilizer yet. I did give the mechanic some tools, and that worked fine.

I got stuck multiple times doing the big, main quest of this place. I got stuck under stairs and one time in the corner although there was nothing around me to keep me from moving. It seems this whole vault is a bit buggy, and I'd love to see it get patched up a bit in the future, as it is a unique and beautiful vault.

Tina is bugged. I successfully did the quest to get her brother off jet, passed the speech check (after several quicksaves and reloads) but she never leaves the vault. She keeps saying how excited she is to see the outside world and other npcs talk about her as if she left, but she never actually leaves. It's weird.

As for the fertilizer, that might not be a bug. There is "fertilizer" and "bag of fertilizer" that you can get. I haven't brought either to gran yet but maybe it's possible she takes one and not the other?
