Who is he, And why does'nt he shoot himself aswell?

I know no one really knows, But does anyone think they know who it is, Or is this just going to be a mystery?

Well the reason he didn't kill himself, was simply because he wanted to live, that's it.

And there's some speculation that No-Bark is the survivor but I personally doubt it.

I'm gonna guess and say No-Bark Noonan. The voice on the holotape sounds like it's the same voice actor, and after all that happened in Vault 11, his mind might have snapped. Pure speculation, mind you.
