Almost certainly there's a Vault 77. Vault-Tec made about 120-something public vaults, so any vault between 1 and 120-something was defantly built, and exists somewhere in the US.

Vault 0, and any vaults numbered over 120-something are in a semi- or non-cannon state; Vault 0 may exist, but it's placed in a game who'se canonicity is in doubt. And there are no known official references to any vaults numbered higher than 120-something.

Vault 77 is canon, but is either not located within the boundaries of the Fallout 3 map, or has been destroyed. It wasn't in use for very long - based on the comic, perhaps two years, tops. That means that there's been nearly two centuries for something to happen to it; if it's within the boundaries of the Capital Wasteland, it's either been covered in some sort of landslide, or perhaps it's the location of Rockopolis, though that would put it extremely close to Vault 112.
