Enter the Enclave.
The roots of the "Enclave conspiracy" go back well before the war. The Enclave believed nuclear war to be inevitable, so they made a plan to surivive the holocaust. They anticipated that a post nuclear earth would be completely uninhabitable. Vault-Tek and Posideon oil were controled by enclave members.
Their shelter, conveniently located a few miles off shore of San Francisco, was able to survive the war, with communication links to the mainland. So what if the war blew up the world, those who needed the data were safe. Those who were responsible for collecting the data (the overseers) were safe. The rest of the world was an irrelevancy (a particularly annoying irrelevancy).
The Enclave, if they didnt have computer network links directly into the vault (Suggested - V13 just happened to decide to open permanently at the same time as an enclave pacification squad was standing at the door, amongst other things) had the means to get the data required from the vault (see the afore mentioned "Pacification Squad").
However, for some reason or another, the Enclave decided to abandon the "Leave Earth" plan, and decided to focus on recolonising the North American continent. A plan that failed.
(just to follow up on the comment above - The Vault Tek Crowd per se werent interested in the results, even if they knew of the experiments. The people that really planned them, well their decendants at least, survived)
