Where do they go and what purpose would they serve?

As many times as I play 3 and NV, these questions just bug me because we don't have answers. In FO3, we learn Vault-Tec HQ is pretty much worthless other than giving us locations of local vaults in the area. There's no one there reading the results. Would it be a safe assumption there's another place the results are going?

If so, what would the purpose be? It would seem to me "building a better vault" wouldn't be the purpose, so speculations on possible mind-control devices or behavior-altering medications?

I'm curious if anyone else has thought of these questions.

Well, i figure those experiments were designed with an assumption that there'd still be an America left after the war. Or wait, wasn't the Enclave involved with the Vault experiments too?
