Yeah, it could be. Their voices sound extremely similar so I wouldn't be surprised if they have the same voice actor, considering Bethesda's tendency to have the same voice actors do different characters throughout both Fallout and their other games like Skyrim.

Paul Eiding was the "Old Man" voice type in Fallout 3, and was Galmar Stonefist, Felldir the Old, and Septimus Signis in Skyrim. Wouldn't be surprising if he was back again.
