Erm, what game where you playing?

All the Vaults have stairs, in fact, I don't recall seeing a single lift (Elevator for anyone not in the UK) in any of them.

guys check f1 and f2, the vaults in there only have elevators and no stairs AND if you read the terminals in some of the vaults u can work out that underneath where u play and all there is an elevator to go down to the houses and stuff but *gasp* no stairs! seriously if i was the govornment i would seriously fine vault-tec
and the vaults are supposed to have 1 thousand people, in vault 101 u see like 20 different people, wheres the other 980? in the lower levels, trapped, because the elevator broke down

Vaults in Fallout 1/2 did not make much sense whatsoever. They lacked diners, for one, and were very, very small. Fallout 3 vaults are large with a great variety of rooms for all sorts of purposes to the limit our computers can handle, and many "unnecessary" areas are always blocked by debris or inaccessible doors.

On stairs and elevators, I don't see how they could be any worse a threat than the fact you can't escape any accident be it powercuts, murderers or fire.

EDIT: Slight use of common sense explains why Vault 101 doesn't have 1,000 inhabitants. And I'm not talking about normal decrease in isolated populations.

when the vault was first populated it had to house 1000 people

In my opinion, there is not much more to say, that there are no elevators in vaults of fallout 3. But ok..^^

Edit: Thread got moved so its ok now x)

vaults are originally designed to do experiements on the living humans. There is no point to make safety since most of vaults and its citizens will eventually die due to the harsh experiement methods.

Not really. It is a fire hazard only in places where construction materials are flammable and allow fire to spread. Vaults are all concrete and metal; they lack the elements that make fire spread: carpeting, wood paneling, fake ceilings, cloth furniture, cloth cubicles, etc... In the US, a fire would destroy a house because it is all made of wood, or engulf a building because it is all carpeted, has fake ceilings, wood paneling, etc. so a fire can spread. In places like Mexico, where houses are made of cement and steel, a fire may burn the curtains and the sofa, but wouldn't be able to spread to other rooms.

Vaults are made out of steel (Or some other metal), which is not flammable.

Are there stairs anywhere in FO1/2? I remember stairs in tactics...

Maybe it's an engine thing.

No stairs that I recall... Just a bunch of ladders, busted elevators, and holes with rope slung into them...
