I think we can safely say there will be no demo, aside from the fact that Bethesda's policy has not been to release demos, there's also the fact that the Elder Scrolls really isn't the kind of game that lends itself to demos, how would you define what parts of the game should be included in a demo when you have an open world game? You'd probably have to artificially constain the player to a select part of the game, say, one dungeon, and thus wouldn't be able to properly demonstrate the open world exploration, one of the defining aspects of the Elder Scrolls. Simply put, a demo for Skyrim just couldn't be done feasibly in any way that would properly demonstrate the game, I think.
At least, there won't be a public demo, I wouldn't be surprised if Bethesda will demonstrate the game, possibly with live gameplay, at E3, I don't know if people there will be able to play it themselves, though, I guess we'll see.
