Im using this as its early in game

If standing near cabin on hill looking at riverwood does it appear to be under construction. Is this normal on mis/high level machines . Same goes with popins. I have heard good/bad on changing ugrids to load etc

Sorry no screen shot at moment. As trees popin in it seems that buildings further away seem not to have roofs etc as almost they are being constructed

That's probably normal, there's tons of objects in the vanilla game that have no LOD files, including many building objects. Mods like DynDoLOD and Skyrim Distance Overhaul are made to alleviate this, but that's a whole different topic.

Adjusting ugrids will force the game to load more cells around you instead to their LOD equivalents. You'd have to set it rather high to see something like Riverwood in full detail from Anise's Cabin, so I wouldn't recommend it. All those cells will be loading actors and their corresponding AIs as well, and that can really bog the game down to critical levels.
