Views on Races, abilities, and birth

Since Skyrim has massively changed the why TES veterans play, here's my two-cents for whatever comes next:

1. Nix racial abilities, how about abilities based on where your character was raised!!! Let's say, a Redguard born and raised in Skyrim gets frost resistance.....An Argonian born and rasied in High Rock gets magical resistance...you get the drift.
2. Mix races, or has this been done in TES?

What's your input to the writers.....

1. I would rather racials be mad more specialized per race rather than making them available for each race. I do suppose that having another trait dependant on where one was raised would add to roleplaying thugh.

2. I'm pretty sure you can't do that on TES. The race of the baby is always the race of the mother.
