In vivec if you want to go from foreign quarter to arena you have to climb down the waistworks then pass the bridge then climb again. There are bridges connecting other cantons on top tier.

I've searched PES for a mod that adds bridge to connect foreign quarter to rest of cantons at the top teir.
So far nothing....

You could make one yourself. Shouldnt be to hard, placing some bridges in the right place.
