I remember reading Vivec's plans against Dagoth Ur. Why didn't he ever put it into action? Or did he? Wait. That was the previous try with Nerevar's first wave of effects. Or am I wrong. They should have trained more ordinators for a strike team on Red Mountain to aid Nerevar.

What I find to be interesting is that the plans can be found both in the palace and in the Secret Library from the beginning (as opposed to the Public Notice, which appears only after you get Moon-and-Star); it seems to suggest that Vivec has been planning to enlist the Nerevarine's help.

Did anyone else here actually follow the plan step by step, including the "hit and run raids" and eliminating every single Dagoth?

I thought I actually had to do all that..haha
