Looks like it could be Wes Johnson? Which is interesting because he also voiced all sorts of characters in FO3 like super mutants and Mr. Burke, and for Oblivion Lucien Lachance, all male Imperials and some others.

I wonder who voiced Hircine in Bloodmoon? He sounded a bit like the Khajiit in Oblivion.

He doesn't sound like Wes. Some of the male Daedra Lords are definitely Wes though.

I think Sanguine from Oblivion was just a pitch-shifted version of Todd Howard. Seriously, he has such a loveably geeky voice.
