Saints row is a good example. With at least four male and female voices.
Honestly, Brian T. Delany's voice sounds neutral enough for any race as far as I'm concerned. Yea it would be great to have more options for voices, but that just means more money and time spent on voicing the main character, which is something many people already dislike about Fallout 4.
Well voice actors are generally cheap, especially good ones. Game developers have a budget to work with. Overspending money in aspect of the game means less monetary resources for other aspects of the game. All games have some cut content in them whether that was due to time constraints, monetary constraints, resource restraint or worse... the decision to release said cut content as DLC.
