just curious just bought the game and played for awhile and i notice a very big lack of voice overs..
isnt it voice overs on all characters or is my audio bugged ingame?

If you mean do the NPC's have audible speech, the answer is yes. If by voice over you mean narration, than no.

well the overseer have audio sometimes and sometimes dont, even quests doesnt have audio at some times by people who did have some audio earlier at some point...

just saw there was a bug for it in New vegas so thought it might be it here too.

I have never had this problem, so I cannot help. It might be a problem with your equipment.
