I really think Bethesda made a big mistake having the only dialog that is audible determined by voice type. It does prevent some errors like in Oblivion where different lines of dialog had very different voices but it is too limiting. I would prefer to have all spoken lines available for each character. If I wanted a scitzoid character who talked with different voices, or a mad one who sometime barked like a dog or a horse that occasionally commented on the weather I would have to create all the dialog for that character and all the vanilla remarks would not be useable. A waste of good recordings. Its too bad each dialog line wasn't named and set up so you could drag and drop lines of conversation as easily as dragging furniture into a room.
