No Voices, No Lip Movement.

Hey Guys,

So I was in the mood for some Oblivion today, haven't played for ages.
I installed Oblivion, patched it with the official patch, patched it with the unofficial patch, patched it with the unofficial unofficial supplement patch.
Then I installed SI, patched it with the official patch, patched it with the unofficial patch.
Game is installed in D:\Oblivion
Installed OBSE and OBMM, newest versions.

My speaker config is set to headphones, as im using headphones.
My speaker volume is turned up, ingame and insystem.
Everything else works absolutely perfectly fine.

Just one thing:
NPCs don't move their lips and don't have a voice. Nothing. Just subtitles.

I already browsed the forum for help. Nothing helped actually.
Yes, my oblivion.exe is in my ffdshow audio codec config.
Yes, it occurs with OBSE and without.
I have absolutely no mod installed.
I tried unpacking all voice .bsa archives and put them into the sounds folder. Doesn't work.
I have reinstalled two times.
I have deleted all associated files (e.g. My Games subfolder)

I had Fallout 3 installed before, running just fine.
Oh and yeah, D: is my gaming partition. I do not intend to install Oblivion on my C: system partition, under any consequences what so ever. This really can't be the problem.

Using WinXP SP3. All drivers up to date.

Any suggestions? Getting fed up with constantly having to run after developers bugs >.>
Thanks in advance,
Hexo

Okay I found out what caused the problem.
After a new reinstall and complete cleanup, and new patching, I tested after each step if voices still work.

The solution was the Bald Hair Mod. It modifies the race data. I'm using the german version of the game. The bald hair mod replaced my german names and race info with english ones, and the data for "Imperial" cant be found as it doesnt exist. It's "Kaiserlicher" for me. So Yeah, [censored] mod, not language compatible.

True, but strangely the problem persisted even after a reinstall with only the patches applied.
After another reinstall it worked, then I installed step by step and checked after each if the voices were still working.
I don't know why it happened on a clean install.
